What counts as a “blank line”?

A line whose contents trim to an empty string. So lines containing only spaces or tabs are treated as blank, not just truly empty lines.

Why are non-breaking spaces (U+00A0) removed?

They look like spaces but break copy-paste in many tools. The cleaners treat U+00A0 the same as a regular space.

Can I undo a step?

Each toggle is independent — untick it and the rule is no longer applied to the output. The original input is never modified.
